Victor Horton
Deputy Director

Victor Horton is the Deputy Director of DFER DC and its affiliate nonpartisan, nonprofit organization ERN DC. A native of Virginia and long-time resident of Washington, DC, Victor has dedicated his career to advancing education reform and empowering underrepresented communities. His dynamic experience includes organizing communities, advocating for equitable education policies, and elevating Black and Brown leaders to positions of influence.

Victor most recently served as Director of Leaders of Color DC, where he coached and supported emerging leaders in pursuing community leadership roles. Prior to that, he worked on Capitol Hill, managing education portfolios for elected officials and driving nonprofit advocacy efforts. As an Advisory Neighborhood Commissioner in 7E, Victor successfully built city partnerships, oversaw public library renovations, and championed school funding equity.

As a former Advisory Neighborhood Commissioner in 7E, Victor led efforts to build partnerships, renovate a public library, and advocate for equitable school funding. His experience in shaping informed education policies and organizing communities has earned him a prominent role in advancing education reform in DC.

Victor is a proud graduate of Virginia State University, Virginia Commonwealth University, and Columbia University, and remains committed to creating lasting change in Washington, DC.
